In recent years, the City has heard concerns from residents in a number of neighbourhoods regarding the displacement of local businesses, many of which have been long-standing fixtures in communities. Concerns about displacement have been most acute in Chinatown. Some of the businesses that have closed had operated for many years, often serving functional needs but also contributing to the neighbourhood's identity, history, culture, and sense of place.

In the summer of 2017, the City launched a study of legacy businesses in Chinatown. Consultants examined the San Francisco Legacy Business Program which addresses issues similar to those in Vancouver, and engaged with local residents and merchants to gather feedback. Vancouver's Chinatown is the main focus of the study at this point, but data was also collected from adjacent areas for future work. Staff are currently in the beginning stages of exploring what options are available to the City to support legacy businesses.

The community forum will present initial findings on legacy businesses in Chinatown and be followed by a discussion.

To collect more input on the public's views on legacy businesses, including what they consider key characteristics and the role of these businesses in a community, an online survey will be available starting December 8 on our legacy business study page.

The legacy business study builds on the policies, goals and targets of the Downtown Eastside Plan which guides growth and retention of businesses in the planning area which includes Chinatown. It also furthers the City's Healthy City Strategy, which has a key goal of improving citizens' sense of belonging in their communities.
