Attendant policy
The Vancouver Park Board provides free access to attendants required to assist any person with a disability who needs support to swim, skate, workout in the fitness centre, or visit VanDusen Garden, Bloedel Conservatory, Stanley Park, and other recreation opportunities.
Support is defined as assistance of a physical, psychological, emotional, intellectual, or sensory nature to ensure that the patron with the disability is able to participate.
You may qualify for the Leisure Access Card if:
- You meet all of the following requirements:

What is a family?
Anyone living at the same address, including all extended family members of all ages, who are related by blood, common law, adoption, or marriage are considered to be family. The same address includes separate living areas in the same house, such as different floors of a multi-unit house or single rooms in a house.
What is total family income?
Total family income is the combined amount of money earned, before taxes, of all family members, in Canada and abroad, who contribute to the Vancouver household. This includes employment income of all types (full and part time, reported or not reported), investments, pensions, child support payments, rental revenues, funds in trust, disability benefits, overseas income, business income, and all other sources of income.
Depending on your situation, you have several options for applying for a Leisure Access Card.
Option 1 - Ministry of Social Development applicants
If you are receiving BC Benefits (Income Assistance):
- Complete the Ministry of Social Development application form.
- Take the form either signed and stamped by Ministry of Social Development staff or along with proof of income assistance (payment stub or Ministry Transit Pass) to a participating community centre, rink, or pool. You will also need your government-issued photo identification and recent proof of address in Vancouver.
The community centre, rink, or pool will take your photo and issue your Leisure Access Card. Each member of your family three years of age and older will need to have their photo taken for their Leisure Access Card.
Ministry of Social Development Application
Option 2 - for people who are not receiving BC Benefits Income Assistance
If you are not receiving BC Income Assistance but your total family income qualifies as low income:
- Complete the Low Income application form and attach all required documents that are listed on the application form.
- Drop off the completed form and documents to a participating community centre or pool or mail your application package to the Leisure Access Card office.
Once your application is processed, the Leisure Access Office will mail you a letter indicating whether your application was approved. (If your application is incomplete, it will be sent back.)
- If your application is approved, take the letter and your government-issued photo identification to a participating community centre or pool to obtain your Leisure Access Card.
The community centre or pool will take your photo and issue your Leisure Access Card. Each member of your family three years of age and older will need to have their photo taken for their Leisure Access Card.
Low Income Application Form
Option 3 - Get agency referral
If you need assistance to obtain a Leisure Access Card, contact a social service agency. They may be able to help you complete the required forms or make an agency referral on your behalf.
If you are participating in the Resettlement Assistance Program with Immigrant Services Society, contact your counselor at the Resettlement Assistance Program.
If you are a youth in care of the Ministry of Children and Family Development, contact your social worker.

Skating and swimming lessons
If you have a Leisure Access Card, you can register for group skating and swimming lessons and receive the applicable discount at any Park Board pool or rink both in-person or using the online registration system. Discounts do not apply to private skating and swimming lessons.
If you register in person, present your valid Leisure Access Card when you register.
If you want to register online, you need to sign up for an online account. If you already have an account, ask the community centre or pool to associate your Leisure Access Card with your account. The discount will be applied automatically when you register online.
Other programs at recreation facilities
To receive the Leisure Access Card discount on programs other than skating and swimming (if applicable), you must register for the program in person and show your Leisure Access Card when you register.
NOTE: You can register online for programs at Creekside Community Centre and receive your Leisure Access Card discount, if applicable.
